[GH Request] Add Cristhian Garcia as maintainer

Cristhian (@Ian2012) has volunteered to be a maintainer or tutor-contrib-aspects and event-sink-clickhouse, so let's set him up! We've discussed this in standup and it was decided that it is preferable to have an individual owner in catalog-info.yaml but a group is acceptable under a new annotation. Cristhian does not want to be the primary owner for these repos, so for now I'm going to add him to a maintainers group and add that group to arch-interest-groups since no new annotation exists yet. I am the maintainer for these repos currently so I'm going to make that explicit.

Specific steps I'm taking:

tutor-contrib-aspects

• Create a tutor-contrib-aspects-maintainers team
• Change owner from group:openedx/cc-analytics (which does not exist) to myself
• Add that team to openedx.org/arch-interest-groups

event-sink-clickhouse

• Add Cristhian to group:openedx-event-sink-clickhouse-maintainers
• Change owner from `group:openedx-event-sink-clickhouse-maintainers to myself
• Add that team to openedx.org/arch-interest-groups
