Editor always creates a smil-file

The editor always creates a smil-file. If a user skips the cutting step, an "empty" smil file with no cutting marks is generated. Subsequently the editor-woh in the workflow is executed.

Steps to reproduce:

1.) Open a video in the editor on stable.opencast.org, eg: https://stable.opencast.org/editor-ui/index.html?id=ID-3d-print
2.) Go straight to finish-step and start processing.
3.) Inspect the started workflow in AdminUI - the editor-woh is executed.
