Param resourceGroupId takes no effect #21

I am creating a toolchain via code as described in https://github.com/open-toolchain/sdk/wiki/Toolchain-Creation-Page-Parameters#headless-toolchain-creation-and-update
And I want to create it inside the Default resource group, but using the described param resourceGroupId takes no effect.
Am I doing something wrong? or It is a bug …
