When multiple environment variables are set they are not set correctly #32

When multiple environment variables are provided to a workspace from a toolchain only 1 environment variable gets updated.

For example:
a workspace with 2 variables:

ibmcloud_api_key
environment

a toolchain with 2 environment variables set:

ibmcloud_api_key
environment

Only 1 of these variables gets updated in the workspace.
