Use new Open-Registry instance for tests

Bolivar currently rely on npm.open-registry.dev being online and responsive (on the libp2p side of things) when running tests. As we recently started getting issues with go-ipfs (open-services/open-registry#39), this needs to be solved in order for us to have reliable tests.
