Include links to download files in vi-planetapps.md

Problem

Under the 'Upload Resources' section of pages/vi/vi-planetapps.md in the recap section, the 3 files are listed again, but aren't clickable/downloadable. This requires the user to scroll back up and search for the files if they missed them.

Steps to reproduce the problem

1. Click on the 'Planet Tutorial' link in Step 4
2. Scroll to the bottom of the 'Upload Resources' section

@gyawaliamit7 thank you for the offer, but I need to solve this issue in order to satisfy Step 8. I am awaiting approval from an OLE member for this issue.

From the way I read Step 8, issues labeled as 'first step intern' are open to anyone to complete.
