Describe the bug
Enabling and disabling AI review erases manually added annotations.

To Reproduce
Steps to reproduce the behavior:

  1. Go to Tools -> Demo Board
  2. Add helpful annotations onto the board
  3. Enable AI review
  4. Disable AI review
  5. Annotations disappear

Expected behavior
Only AI annotations are erased when AI review is disabled.
