Incorrect User Count in Some facilities

Describe the bug
The Total number of users is displayed as 15 in PHC Kakkanad 1, but there are only 14 users listed

To Reproduce
Steps to reproduce the behavior:

1. Go to "Users" Tab in "PHC Kakkanad 1"
2. Observe the total number of users displayed at the top of the page.
3. Count the actual number of user cards listed.

Expected behavior
The total number of users displayed should match the actual number of user cards listed.

Edit: This is a backend issue and need to be addressed there (backend is currently closed for everyone else).

@Jacobjeevan I think we are missing pagination component in that page, 14 is the default limit for all requests from the BE
