Replay Buffer stop working and can't stop #11726

Expected Behavior

Pressing "Save Replay" shortcut should save a replay.
Clicking on "Stop Replay Buffer" should stop replay buffer.

Current Behavior

It doesn't save replay.
It doesn't stop: Endless "Stopping Replay Buffer..."

Steps to Reproduce

Start Replay Buffer
Play a game for a limited time
Try to save a replay
Try to stop replay buffer

Anything else we should know?

Notes

I was using NVENC and it was working. I recently switched to AMD HW H.265 (HEVC) and it doesn't work anymore.
Dump file after clicking on stop replay buffer.
