Publishing a customer and enabling services at the same time leads to network desync #91

Needs attempt to reproduce:

Observed at one of the participants' system during hackaton:

Create care organization
Publish to the network and enable a service at the same time
Organization can be found on the same node (search in registry-admin): OK
Organization can NOT be found on another node: NOK

Problem was "fixed" by unpublishing, then publishing again. Then the organization can be found on the other node as well.
