Required for supporting non-Nuts systems, and to allow moving away from shared network state.

The StatusList2021 is being changed into BistringStatusList, but this is more complicated and not applied anywhere yet, so for now implement https://www.w3.org/TR/2023/WD-vc-status-list-20230427/

This also influences issuance of VCs. It might be the case that it requires the V2 Verifiable Credential JSON-LD context.
