Change Role's password minimum requirment

I created a Role and assigned it min password requirement of Very Strong. I had a need lower that requirement. While the change was reflected in Roles it did not seem to propagate to all the folders. New items being created still required the password requirement that was initially set. I am on a fresh latest install on Deb12. I am forgetting a step to make this change propagate?

This is my fault. There was a requirement set on the folder that I over looked. I need to understand the use place on the role and the folder better.
