Confusing vs. dataset license.

@coret Can we get rid of the distribution license or do you see a use case for it?

DCAT AP 3.0 has a license on distribution level, see https://docs.geostandaarden.nl/dcat/dcat-ap-nl30/#dataset-dcat-dataset (there is a AccessRight on dataset level, but that's a different aspect). I'd prefer to follow DCAT AP 3.0 as that will become the basis for the Dataset Register triplestore.
