Add Help Wanted issues to Code.gov

It looks like you have quite a few Help Wanted issues in your repo. You can feature these on Code.gov and reach a larger audience by adding specific tags to your Help Wanted issues.

https://open.gsa.gov/oss-implementation/#inventory-inclusion. You will want to create a codeinventory.yml file with proper metadata. You can look at https://github.com/GSA/open-source-policy files and see a similar yml file.
