Now I realize we should have a check for Experiment version but its semantics should behave differently than what was there. I think something like:
If the production version is 2 or more commits ahead of master, then the production deploys have gotten stuck and require attention immediately.
If the production version is 1 version ahead of master for more than an hour, then the production deploys have gotten stuck and require attention immediately.
