Reduce the unnecessary Remote Setting upload if the lists are unchanged. #210

The upload script will send a new RS record even if the lists haven't been changed because we use a new timestamp to create SafeBrowsing files every time. We should only upload the lists if there are any changes in the lists to reduce unnecessary RS uploads.
