deploy notifications

When doing a deploy to stage (and presumably to prod, too), there's no indication that steps succeeded or failed anywhere. The way to check to see if it deployed is to check /__version__ in the relevant environment.

That's incredibly passive and I'd much rather be actively notified so I know:

1. is deploy done?
2. did it succeed or fail?
