refactoring the code to support campaign management

After we have a good enough version for the IDS deployment, we should starting working on refactoring the code. The new version should integrate the functionality of the existing campaign authoring and the web frontend campaign tab together. This integration should improve user experience and reduce the confusion..

Here is the plan that @jeroenooms and I discussed..
0. Design campaign creation flow (~1 week)

1. Create data model / bisiness logic for campaign, survey, prompts/messages (~3 weeks)
2. GUI for all prompt creation (~4 weeks)
   * this should support reordering of the choices
   * support simple condition
   * support validation
   * tool tip
3. GUI for campaign and survey creation (~3 week)
   * tooltips
   * allow reordering of surveys
   * view xml
4. Wrapping everything together (~3 week)
   * integrate with existing campaign edit
