'?' icon not responding when editing imported survey items

I was testing the skip help text on imported survey and came across this issue where hovering over the '?' doesn't show the help text. I tried doing this to non-imported survey item and didn't get the issue.

This is a pre-existing problem in the edit prompt menu. The problem seems to be that the sortable widget (which allows for reordering surveys by dragging) is used in a way that conflicts with the edit prompt form. Therefore the entire content of the edit prompt form turns into a dragging handle to allow for reordering the surveys, but this overrides the hovering features.
