Add the ability to add a 'scope' to a requirement to allow for 'sections' or even 'multiple components by scope' or even security or sensitivity domains

When developing a STIG we may have different scopes, VM/Machine, Container, Cloud Service Provider etc.

With this a requirement may be in and out of scope or have different check, fix depending on that scope or in a different security domains.
