Unable to insert candidate to shell (maybe a zsh bug?)

How to reproduce:

(require 'vertico)
(require 'consult)

(setq completion-in-region-function
      (lambda (&rest args)
        (apply (if vertico-mode
                   #'consult-completion-in-region
                 #'completion--in-region)
               args)))

M-x shell, type ls then press TAB. The completion candidates uses minibuffer instead of the completion list.

Then delete ls and type lsof (or any other available commands), press RET.

Expected: lsof is in shell, and press "RET" invoke it.
Unexpected: There is no lsof in shell.

Environment:
Emacs 30, zsh

When I use bash, all is fine.

Unlikely a Consult issue given that all is fine with Bash? Can you try to narrow this down somehow?
