Description of the new feature / enhancement

Consuming the COM APIs is hard; it's not clear what is the right way to reference the nuget packages to make things work. We should add a .targets file that covers all that setup. If that is not possible, add a readme.txt with instructions and have VS automatically show it on install

We're working with the Microsoft Learn folks to include documentation for our COM APIs.
