Giving files as context to Copilot autocompletion

I'd love it if it was possible to give files as context to the Copilot autocompletion, like you can for chat. I've found the options around customizing the prompt but my use case is that a lot of individual files in my codebase have a matching PDF spec, and I'd love to be able to give the spec as context for autocompletion in the individual files.
