Today, our stateless lab uses hyper-V machine checkpoints in order to revert the VM back to a previously known good state.

With that being said, in order to unblock #73 , we need to tweak this logic to also support creating / update / management of those VMs, and manage self-hosted runner agents accordingly.

This unblocks #73
