Utilize Azure 1ES as a compute provider and management layer for lab

In the long term, we'd like 1P support from our ES teams to handle the management and compute provisioning of our on-premises performance lab.

As of today, our Azure tests are fully onboarded to 1ES, and simple scripts are what gets used to glue our scenarios together.
With our on-prem lab setup, however, more elaborate systems were designed to mimic the behavior of a fully-functional ES system.

With the onset of security work bogging down those ES teams, it has been difficult lately to get support.
Once that work has been unblocked, ES partnerships in this area will be greatly appreciated.

This is a reach goal for #73
