Lab machines need easy access to windows builds

We need a reliable and secure way to get access to the latest window builds from various branches.

The current plan is to leverage WTT workflows, schedule run them, and save the latest build in a known location on the physical lab machines, and have our stateless lab github actions flow use those images to provision VMs and run jobs.

This unblocks #73
