Tooltip for AnnotatedScrollBar is not dismissed properly if pointer is lost. I believe pointer handling for edge cases such as scenario below is needed.
Steps to reproduce the bug
Go to WinUI-Gallery -> AnnotatedScrollBar
Set window height to less than the AnnotatedScrollBar height
Drag AnnotatedScrollBar off window and see that the tooltip follows the pointer off screen
Let go of mouse drag and observe that the tooltip stays there until pointer re-enters and exits AnnotatedScrollBar
