Describe the bug

When text scaling is on, the content of the MenuBar is cropped. The bottom part of the labels is not visible and this is preventing the users from reading the labels.

Steps to reproduce the bug

  1. Turn on text scaling
  2. Start the WinUI 2 or 3 gallery app
  3. Open the MenuBar page

Expected behavior

The menu items are properly displayed.
