NavigationView overflow menu lose CornerRadius when there is a scroll bar

Describe the bug

When scroll bar is at top:

When scroll bar is in the middle:

Steps to reproduce the bug

1. Open WinU 3 Gallery, set Navigation Style to Top in the settings
2. Adjust window size, click
   , and expand some items to make the scroll bar appear

Expected behavior

Notice how AutoSuggestBox does not exhibit such issue
