How can I drag a TeachingTip or a Button around ?

Can you elaborate what you mean by "drag around"? Generally speaking, TeachingTips attach to another control or render centered at the bottom of the window. If you would like to move it anywhere, you would most likely need to create another element that you move around to which you can attach the TeachingTip.

I tried first with a button for size how events occur one after another. I wish to drag around (i.e. move around the button as user please to do so) the button beneath with the right mouse click but the condition in the point.Properties.IsRightButtonPressed never true. Why ?

figured out. Because the pointer was captured on the user control instead of the button.
