Description of the new feature / enhancement

Extremely small note but the "Restart as Administrator" button copy should be changed to either "Restart PowerToys as Administrator" to avoid confusion between a computer restart and the app re-opening. I get it doesn't make sense to restart a computer as an administrator after thinking about it for a couple seconds, but this change would help mitigate any brief confusion.

Fixed in #12470 and will be integrated in the next major release of PowerToys
