Parameter to truncate/ start empty or delete the diagnostic file upon new sqlpackage run

When running sqlpackage action with export and the diagnostic file. For D365FO exports a file of more then 1 GB is created. The file is not deleted or emptied on a new run..so the file continuous to grow.

Describe the solution you'd like
Add a parameter to truncate or delete the file instead of appending only data to it.

Parameter to append or start new empty file.
