Setting the Name property on the project does not affect the output file generated by the build... it will match the name of the Project instead.
Did this occur in prior versions? If not - which version(s) did it work in? Unknown, assuming it did.

@robertmclaws, can you please describe, if this issue happened on opening an existing project or in a new project created in Visual Studio?
Can you try using the dacpac name property from the Property Page in Visual Studio?
