Cannot get out of the while loop connection pending

var tag = new Tag("192.168.2.3","2,0", CpuType.LGX, "TestDINTArray[0]",DataType.Int32, 10);

trying to pull out the first index of an array, its stuck in the while loop i gave L83 control logix and using ethernet processor on slot 0 and ethernet card en2t on slot 1. Any help would be appreciated.
