New kernel packages are installed but old ones are never removed.

Consuming space is not the primary issue, but the kernel headers include a very large number of files, to the point of exhausting inodes in a smaller disk.

Try setting Unattended-Upgrade::Remove-Unused-Dependencies "true"; where automatic updates are configured.
