This should be covered by

signal/pkg/connector/groupinfo.go

Line 322 in 0083384

for _, member := range groupChange.PromotePendingPniAciMembers {
but somehow isn't working. Could it be that PrevMembership is usually leave because the ACI is unknown until the invite is accepted? It would be invite if the PNI was matched to a logged-in user.
