Some PDFs do not render background images

Expected behaviour

Background should be correctly displayed behind text. If the same PDF is opened in Chrome, it renders correctly.

In this screenshot, Chrome is on the left, Atril is on the right.

I have seen this issue on multiple PDFs recently.

Firefox (PDF.js) and xpdf both render it OK (using the sample file, as I couldn't easily figure out how to get the full version), but both Atril and Evince show the issue. I suspect it's missing support for e.g. masks (?) in libpoppler, or at least versions I could test (up to 24.02.0).
You should most likely report it there, ideally after verifying it hasn't been fixed yet.
