Freq 199.998 are observers so a sector should not be highlighted.

Actually I quite like this because in the US controllers very often log in as observers before actually logging in, indicating that the sector will be online soon. But maybe it could be greyed out or something to separate it visually from the other sectors that are actually online.

As does every controller. It doesn't need to be broadcasted as being an "online" ARC unit.
