Problem: toml configuration example has confusing mix of commented defaults and non-defaults

It's a common pattern to set optional configuration parameters to their default value and then comment them but /config/diaspora.toml.example has a mix of commented parameters that are set to default and non-default values. This is a problem because it gives a disorganized impression to new administrators during setup.
