The possibility to define user-specific settings is already available, but it would be very helpful if the settings.xml in the maven-conf-folder (/opt/maven-x.x.x/conf) could also be created by this module. In my case I must use a http-proxy and it is very inconvenient to create maven-settings for every user.

My team has used Maven for many years. We only recently started to use Puppet to mange build VMs. I ran into this very question/issue late last week. I can't remember a time where we needed to have different settings based on user. We're looking to manage the global settings file too.
+1 for this!
(Will contribute a PR as soon as I learn more about how these work, but that might be a while.)
