in jan 2024 the rsync workflow becomes unnecessary (see #22) and so we can delete it after DNS cuts to the new AWS based webhost

the website seems to be working still (see history under "hosting" here) so it might be time to delete the rsync job

I've deleted the ITS_USER and ITS_PWD secrets from here https://github.com/lsd-ucsc/lsd-ucsc.github.io/settings/secrets/actions
