Submitting an address with Level Type, Level Value and Unit Value populated, but Unit Type not populated creates a warning: Unit Type as not been supplied.

It is not possible to accept this address.

To accept these addresses I deleted the Level Type and Level Value.

@linzbjones I think we can just review this when AIMS next gets reviewed. Do you agree?
