Enhancement: Ability to enter subdwelling prefix ranges

As a user of the AIMS UI I want the ability to enter a subdwelling prefix range and have the UI create multiple individual address points to represent each address within the range.

For example user can enter 201-224/125 Customs Street West and 24 individual units would be created.
All units would be stacked and assigned any other attributes entered into the edit feature form (for example position type, or unit type).

This enhancement request is in response to the time it is taking in BAU to create units, the errors created such as forgetting unit type in several addresses and the difficulty keeping track of where you are up to when entering 30 units because the refresh in the UI doesn't display the units as fast as the user enters them.

Unable to test this until Roads has been updated for 2.14. Their estimated timing is mid July.
