During UAT I passed that you are able to snap to a shapefile that you drag in. This is not correct. It is not actually snapping.

For TAs that provide a spatial file, they would expect that we are using their coordinates. This cannot happen unless we copy or snap to their provided data.

As an enhancement can we snap to external data sources?
