"Desktop Action" of the launchers are missing

Some application launchers contain "Desktop Action". Those actions usually show up when a launcher icon is being right clicked. In MATE desktop, those actions are only visible if the launcher is on panel as individual icon. (Example: Right click the Firefox icon > extra items "Open a New Window" and "Open a New Private Window")

However, if one uses Cinnamon or Xfce, these desktop actions are also reachable by right clicking the launchers within menu, not just when they are on panel.
