Banner notifications should be enabled to notify users of a new user in their area (within the 50 meter radius) or of a new ping.

Question #13 : If someone already triggered a notification for you (it's around you), will you ever receive a notification again? For that person, of course.

Notifications should be the result of two actions:

1. A New user in their area (as you just mentioned)
2. A New Ping the user has received

The backend doesn't need to decide if you've encountered any or all of these users before it just needs to recognise that 2+ active users are in the area

Notifications should include a 2 hour cool-down period
