The error you're encountering, psycopg2.OperationalError, indicates that the connection to the PostgreSQL server at localhost:5432 was refused. Here are some steps to troubleshoot this issue:

  1. Check if PostgreSQL is Running: Ensure that the PostgreSQL server is running. You can do this by executing a command like pg_ctl status or systemctl status postgresql depending on your system.

  2. Verify TCP/IP Connections: Make sure that PostgreSQL is configured to accept TCP/IP connections. This can be checked in the postgresql.conf file, where you should have listen_addresses = '*' or listen_addresses = 'localhost'.

  3. Check Firewall Settings: Ensure that your firewall settings allow connections on port 5432.

  4. Database Credentials: Double-check your database credentials and connection string in your environment variables to ensure they are correct.

  5. Docker Setup: If you're using Docker, ensure that the PostgreSQL container is running and accessible. You can use docker ps to check running containers.

  6. Network Configuration: If you're running PostgreSQL in a virtual environment or container, ensure that the network configuration allows connections from your host machine.

By following these steps, you should be able to resolve the connection issue. If the problem persists, reviewing the PostgreSQL logs might provide more insights into the issue.
