Trigger release workflow when lamindb gets released #3

Brainstorm about triggering the workflow when lamindb gets released. Ensure that the lamindb versions would be upgraded here

Many options, but the annoying part is to update the lamindb version in the Dockerfiles. We'd need a Python script that does that.

Release-dispatch from lamindb to lamindb-docker release-workflow
Run script which fetches the latest lamindb version and replaces it in the Dockerfiles. Ideally also pushes it to the repository (ensure that secrets are set)
Proceed as usual.
