Add proper support for Bicep templates too

Ultimately this module should be able to analyse both ARM templates and Bicep templates as a one stop shop and whilst the name may make people think twice, it is important to keep it named this way as bicep transpiles back to ARM in the end.

This may need to integrate with PSBicep as that I think can do some of what is needed for this & I will speak with them about collaboration in due course
