doc: required version of python #11

Attempting to run this locally, would be nice to document what version of python you are using. Here's what worked for me:

$ python --version
Python 3.7.3
$ pip --version
pip 20.0.2 from .../.pyenv/versions/3.7.3/lib/python3.7/site-packages/pip (python 3.7)

Would be nice to include in the README something like the above (or whatever you recommend for a version)
